In Meadow, this is the first page of the to review - subgraph within the source graph. We use constrained graph expansion to expand from this page into the full published site type -- local html. It's not a "root" page, because the graph is not directed (site pages have inlinks and outlinks), and is not necessarily acyclic, so it doesn't form a tree with a root.
